To apply for the State Parking Permit or the New York City Special Disability Parking Permit in New York City, please contact: New York City does not reserve spaces on its streets for people with disabilities. Reserved parking is off-street only, in parking lots for shopping malls/malls, office/residential buildings and university campuses. You can use vehicle license plates for people with disabilities or a state permit for people with disabilities to park in reserved spaces in these off-street parking lots. You must live in New York State to qualify for a long-term parking permit, but you do not need to be a licensed driver or own a vehicle. You must apply where you live.
